I am making rose windows out of tissue paper according to the book by Helga Meyerbroker. In the basic technique, what does it mean when it says "fold in half again (to a sixteenth of the origanal size) but this time, fold half of the bundle upwards and flip the other half downwards"? The picture does not offer any help.

fold the two opposite sides in to the middle so that the two outside edges meet inthe middle
